As a result, attracting and developing human resources has become an important way for enterprises to gain the upper hand. The personnel evaluation system plays an important role in attracting and developing human resources insofar as it relates to salary increases, promotions, firing, training programs, etc. However, at present many Chinese state-owned enterprises still have some problems with the personnel evaluation system. Against this background, this article surveys the problems in personnel evaluation systems in modern Chinese state-owned enterprises and the reasons for these problems. Then it examines the reform process in the major companies in the Chinese electrical power and electronics industries. Lastly, in relation to the above, it tries to put forward some solutions for developing personnel evaluation systems.Organization of the article: Firstly, the article describes the personnel evaluation system in Chinese state-owned enterprises since the 1950s and surveys the existing problems in the personnel evaluation system in modern Chinese state-owned enterprises. Secondly, it analyzes reforms in the personnel evaluation system in the Jiangsu Suyuan Power Equipment Co., Ltd. and Shanxi Huaxing Electronic Industry Co., Ltd.
