Lenin's authority was deliberately exploited for the purpose of creating this type of economy. Furthermore, Lenin's commentary on Bukharin's book, Economics of the Transitional Period, was published as a hard-hitting political attack on Bukharin. However, Lenin's commentary reflected the theoretical weaknesses of the "war communism" period, weaknesses that were common to Bukharin's thought. Thereafter, Lenin struggled to rise above the theoretical weaknesses of his commentary and to establish a new strategy based on NEP for the period of transition from capitalism to socialism. The very "absence" of a transitional period is the main reason why the political economy of socialism failed in both distinguishing and associating socialism with economy. The transitional period is in its essence composed of two specific processes: the process of political transformation and the process of socio-economic transformation. The political economy of socialism completely failed to appreciate the specific tasks of socio-economic transformation in the transitional period.
