In the research of this paper, we focused on the labor shortage problem which has been serious in Chinese costal area since middle 2000's. This time, we focused on following two groups. One is those of administrators and workers of Japanese company in Shenzhen, Guangdong, which is the one of the main accepting areas of floating migrants' workers. Another one is those of workers and high school students living in T city of Jiangxi province, which is one of the main labor supplying areas. These researches at two different areas aim to find out the cause of gap in labor supply and demand between company administrators and workers. Findings of these researches are as bellow; 1) Labor shortage were mainly caused by the fact that working in coastal area is getting less attractive for rural workers because of lack of improvements in regulation, quality of life, employment, and wage rates. Governments and companies in coastal area should improve rural labors' working conditions which make them able to settle down in cities easily. Labor shortage in coastal area would be more serious without these implementations. 2) As these rural labors' \"leaving costal area\" movement has become clear, increasing number of rural governments are carrying out active policies such as improving working conditions or accommodations in order to invite companies to their towns. Workers and companies, which were intensively fixed in coastal areas before, will be more dispersed around the rural areas after this.
