 note = {At first, in this article, I analyze the actual situation of the local government in the cooperative yen loan project. The individual example of the yen loan is water environment project of Ho Chi Minh City. The present conditions of the environmental problem of Vietnam and the environmental assistance thereby was elucidated. Then, the development process and project contents of this yen loan are analyzed. Furthermore, the sewage management project of Osaka City is taken up. This project cooperates with former yen loan project. In the analysis of this project, I clarify the structure of the project, the role and the problem. Based on this analysis, the problem of the local government international cooperation and the way of the cooperative yen loan is shown. When I summarize it, for the local government, reinforcement of the original international cooperation is necessary. To that end, fiscal reinforcement and the ideal penetration of the international cooperation is demanded. This is clear by the experience of the European local government. In addition, in the case of the cooperative yen loan, the following matter is necessary. That is the expansion of the yen loan that the local government leads and draws up. To that end, at first Kitakyusyu method must be activated. And it is necessary for the investigation by the area to be improved. Furthermore, it is demanded a variety of soft condition of the yen loan.},
