Japanese governments both national and local have now unbelievable big debts which have been growing continuously, and they make efforts to cut necessary and unnecessary expenses for various public services. Designated administrator system has spread into lots of areas, including public library administration. As to public librarianship in Japan, the long declining tendency is, in most cases, caused by the fact that many public libraries have exclusively functioned as free open book-lending libraries. Nowadays everybody should think globally, and act locally.
