Meanwhile, recent studies have\nnot accumulated enough data to clarify the actual state of foreign\nemployment and companies accepting them. Considering the fact that\nTaiwan has many similar problems to what Japan has now such as a\ndeclining birthrate and an aging population, the author infers that beneficial\nsuggestions can be gained from the case in this study to consider changes\nto Japanese policy for accepting foreign workers in the future.\nIn this study, it examined the actual state of accepting foreign workers\nfor unskilled labor in Taiwan by using various statistical data and the\nresult of the field research at a Japanese company A in Taiwan, while\nfocusing on an outline of foreign workers for unskilled labor in Taiwan,\nbackground for accepting them by companies, their employment situations,\nand processes for them getting employed.\nFrom the result of this study, it is evident that the number of foreign\nworkers for unskilled labor has been rapidly increasing in Taiwan since the\n1990’s to supply serious labor shortages, mainly in the construction\nindustry, the manufacturing industry and the service industry. Japanese\ncompanies there are not exceptions and it is inevitable that company A,\nthe research object, has to accept foreign workers to continue their\nproduction. It has been revealed that these foreign workers are considered\nto be an important labor force to solve the severe labor shortage problem\nrather than an inexpensive labor force because a wage level for these\nworkers is not much different from Taiwanese workers in a same industry.\nWhile expecting that dependency on foreign workers for unskilled labor\nwill continue to increase in Taiwan, it isn’t certain if enough workers will\nbe found as had previously been the case. Whether or not Taiwan will be\nchosen as a destination country for emigration is a subject for future\nexamination, with changes of economic circumstances in countries, mostly\nin Southeast Asia where countries send out workers, or with changes of\npolicies for accepting foreign workers for unskilled labor in countries\nwhere there is a short fall in the labor force such as South Korea.\nThe number of foreign workers in Japan has been increasing due to\nsimilar problems such as a declining birthrate, an aging population and a\nlabor shortage as previously mentioned. In Japan, however, it is not\npermitted to accept foreign workers for unskilled labor and as a result the\nnumber of international students or technical interns is increasing since\nthis is a mechanism being used to bypass this current restriction. This gap\nbetween the principle and the reality causes various problems particularly\nover technical interns. A labor shortage is not a peculiar problem only to\nJapan, as examined in this study, Taiwan has been short of unskilled\nlaborers for a long period of time.
