By focusing this process, we consider how Management and Labour Management Section of Ishikawajima had had dealt the problems that they had been forced to realize the equal treatment between Shokuin\" and Kouin\" under the pressure so called Keiei Minshuka\" demanded furiously by workers. This demand had been thought self-evident reformation in those days. But when Labour Management Section had tried to combine this demand with the employee system they had had to face serious problemes not so easy to deal. The aim of this paper is to clear how Labour Management Section had solved this difficult problems. To achiev this aim, we take up the following points. Firstly, we take the process Labour Management Section had examine various tentative plans in order to revise the qualification system which had been unsuitable in those time.
